Responsible Government

RAY WRIGHT: Responsible Government was introduced
to Victoria on 23rd November 1855 and that was the day that the Constitution of Victoria
was proclaimed. By responsible government, or the term that we tend to use today is accountable
government, in the 1850s it meant a government or an executive that was chosen from within
the Legislative Assembly and an executive that was responsible to that parliament, in
other words, it could be changed or censured or discussed within the parliament and then
a parliament in turn that was responsible to the people, in that the people through
the ballot box could make that parliament accountable. So we’ve had it from a very
early era and certainly from the very first parliament in 1856, responsible government
was operating in a fully fledged way.
